Ridgebury Township - Organizational Meeting
January 4, 2010
Sup. Ostrander called the Supervisors Organizational Meeting to order at 7 pm at the Ridgebury Township Municipal Building, 13278 Berwick Turnpike, Gillett, PA. He led those in attendance to a pledge to the flag.
Members present: Lawrence Ostrander, James Allen and Tim Watkins.
Announcements of meeting recording; Township, Jerry Rightmire, Bob Bowman.
Citizens Input on Agenda
· Jerry Rightmire - Questioned if Township was doing a background check on new Supervisor Tim Watkins. Questioned insurance coverage for park/dam/bridge/parking lot.
· Judy Walsh - Announcement of Auditors Organizational Meeting on Tuesday, January 5, 2010 at 1 pm.
· Judy Stevens - Announcement of Park Committee Organizational Meeting on January 27, 2010 at 7 pm. Committee is looking for volunteers to help with fundraiser this year.
· Gary Wood - Questioned what the board was planning on doing in regard to updating ordinances. Statements disagreeing with the Supervisors possibly removing Leland Stringham as Road Foreman.
Reorganization Information
· Sup. Ostrander motioned to appoint Sup. Allen as Temporary Chairman, seconded by Sup. Watkins,carried.
· Sup. Watkins motioned to appoint Helen Borden as Temporary Secretary, seconded by Sup. Allen, carried.
· Sup. Ostrander motioned to appoint Sup. Allen as Chairman, seconded by Sup. Watkins, motion carried.
· Sup. Allen motioned to appoint Sup. Watkins as Vice Chairman, seconded by Sup. Ostrander, carried.
· Sup. Allen motioned to appoint Helen Borden as Secretary, at an hourly rate of $11.45 and $700 towards IRA, seconded by Sup. Watkins, motion carried.
· Sup. Allen motioned to appoint Judy Stevens as Treasurer, with annual salary of $520, and Treasurers Bond to be set for $425,000 seconded by Sup. Ostrander, motion carried.
· Sup. Watkins motioned to appoint Tim Ackley as Road Crew Foreman at an hourly rate of $13.65 per hour, seconded by Sup. Ostrander, motion carried.
· Sup. Allen made a motion to appoint Dave Borden Road Crew Member at an hourly rate of $13.40 per hour, seconded by Sup. Watkins, motion carried.
· Sup. Allen made a motion to appoint Leland Stringham as Road Crew Member at an hourly rate of $13.40 per hour, seconded by Sup. Ostrander, motion carried.
· Sup. Allen motioned for full time employees to receive paid holidays and time off according to the Ridgebury Township Personnel Manual, time and half for hours worked over 40 hours per week and $700 per year towards an IRA, seconded by Sup. Watkins, motion carried.
· Sup. Allen motioned to appoint Sandy Rimbey as Collector of 511 Taxes at a rate of $1.10 per bill for current and two previous years and $1.05 per bill three years and older, seconded by Sup. Watkins, carried.
· Sup. Ostrander motioned to appoint Helen Borden as Right to Know Officer, seconded by Sup. Watkins, motion carried.
· Sup. Watkins motioned to appoint Scott Woodward as Ordinance Enforcement/Mobile Home Park Inspector, at a rate of $8 per hour and mileage reimbursement, seconded by Sup. Ostrander, motion carried.
· Sup. Ostrander motioned to appoint Helen Borden, to provide Assessment Permits within the Township and to provide needed Township approval for Building Permit Applications presented by Code Inspections, seconded by Sup. Watkins, motion carried.
· Sup. Ostrander motioned to appoint John Thompson as Solicitor, seconded by Sup. Watkins, motion carried.
· Sup. Watkins motioned to appoint Scott Woodward as the Chairperson of the Vacancy Board, seconded by Sup. Ostrander, motion carried.
· Sup. Ostrander motioned to appoint Gary Wood as Emergency Management Coordinator, and to receive mileage reimbursement, seconded by Sup. Watkins, motion carried
· Sup. Allen motioned to appoint Sup. Ostrander as COG Representative, seconded by Sup. Watkins, carried.
· Sup. Ostrander motioned for Citizens and Northern Bank be the depository for Township Funds, seconded by Sup. Allen, motion carried.
· Sup. Allen motioned for Supervisors’ meetings be held the first Wednesday of each month at 7 pm at the Ridgebury Township Municipal Building unless advertised differently and for the secretary to advertise as such, Sup. Ostrander second, motion carried.
· Sup. Ostrander motioned for the Supervisors, Secretary and Treasurer to attend the 2010 PSATs Convention, seconded by Sup. Watkins, motion carried.
· Sup. Allen motioned to appoint Sup. Ostrander as Convention Delegate, seconded by Sup. Watkins, carried.
· Sup. Allen motioned to allow Supervisors, Secretary, Treasurer and Township Employees to attend training throughout the year as needed, with prior permission, Sup. Ostrander second, motion carried.
· Sup. Ostrander motioned to use the Morning Times as the newspaper for legal advertising, seconded by Sup. Watkins, motion carried.
· Sup. Watkins motioned for the mileage rate to remain at .42 per mile, seconded by Sup. Ostrander, carried.
· Discussion was held in regard to Leland Stringham's position as Road Crew member instead of Foreman.
Minutes of Previous Meeting
Sup. Allen motioned to approve minutes of the December 30 , 2009 Supervisors meeting, seconded by Sup. Ostrander, motion carried.
Treasurer’s Report
Sup. Allen motioned to approve the Treasurers Report, seconded by Sup. Watkins, motion carried.
Correspondence and Communications
· Supervisors reviewed correspondence.
Township Reports
· Road and Police Reports were reviewed.
Old Business
· Posting and Bonding - Just received draft ordinance will review this month.
· Nuisance Ordinance - Tabled.
New Business
· Resolution 2010-1 – Fee Schedule, Sup. Allen motioned to pass the Fee Schedule Resolution
2010-1, seconded by Sup. Ostrander, motion carried.
· Resolution 2010-2 – BC Sanitation Hearing Committee. Sup. Allen motioned that Sup. Ostrander serve on the Bradford County Sanitation Hearing Committee, seconded by Sup. Watkins, motion carried.

· Flood Zone Variance - Sup. Allen made a motion to approve the Flood Zone Variance Request from Bentley Creek Wesleyan Church for construction of a pavilion, seconded by Sup. Watkins, carried.
· Chipper Purchase - Sup. Allen made a motion for he and a Road Crew member go to look at chippers and to spend up to $10,000 on a purchase of such, seconded by Sup. Watkins, motion carried.
Citizens Input
Gary Wood - Questioned the status of the 2010 Bradford County Sanitation per capita resolution.
Kathy Jo Minnick - Commented in regard to personnel procedures.
Jerry & Pat Anthony - Stated disagreement with negative Certificate/Award Sup. Gary Wood received at last Supervisors meeting.
Sup. Allen motioned to adjourn the meeting at 8:09 pm, seconded by Sup. Watkins, motion carried.
