Ridgebury Township   Supervisors’  Meeting

November 4, 2009

Sup. Ostrander called the Supervisors Meeting to order at 7:00  pm at the Ridgebury Township Municipal Building, 13278 Berwick Turnpike Gillett, PA. He led those in attendance to a pledge to the flag.  Members Present:  Lawrence Ostrander,  James Allen, Gary Wood

Announcement of recording:  Township.

Citizens Input

· Pat Scala – Questions in regard to the proposed Nuisance Ordinance.

· Wolfgang Wiebach – Discussion of work and damage done on Durkee Hill Road/their property. Wiebachs are very unhappy and are asking the township to do the following: 

o Restore a 6’ wide by 450’ long strip of land by placing a new strip of dirt and topsoil, reseed and plant a continuous row of small trees/bushes to replace those that were destroyed.  Additionally, Wiebach’s ask that the Township make a generous contribution to the Ridgebury Volunteer Fire Department in their name.

o Supervisors stated that they and the Road Crew were going to go onsite on Monday during Road Inspection to view the damages and they would get back to the Weibachs on their determination.

· David Baker – Asked that the Supervisor not rush with the Nuisance Ordinance, wait until the new Supervisor comes in before taking action. Sup. Wood responded that they were not hurrying the ordinance it has been being worked on for six months. Discussion continued on this matter.

· Mike Rinebold – Congratulations to Tim Watkins for being elected the new Township Supervisor. Mr. Rinebold stated that per his attorney the Fire Department has no right to control the parking lot when there is Township activity.

· John Harney – Discussion and comments in regard to Storm Water Management and the  proposed HB1850-presenting the possibility of Townships having to pay for State Police coverage.

Additions to the Agenda

· Patykula Storage Shed issue – Per Tim Watkins the storage shed has been moved as requested.  Mr. Leahy will go on site to assure it was moved the required distance.

· Bradford County Sanitation Committee – Request for $1998 to assist with 2009 expenses.  Sup. Ostrander made a motion to table, seconded by Sup. Allen, motion carried.

Meeting Minutes

· Sup. Ostrander made a motion to accept the minutes of the October 7 Supervisors Meeting and the October 28 Budget Meeting seconded by Sup. Allen, motion carried.

Treasurer’s Report

· Sup. Allen questioned the Road Foreman’s unauthorized purchase of radios for Township trucks for $1300.  Sup. Ostrander made a motion to accept the Treasurer’s Report  and pay bills, seconded by Sup. Wood, Sup. Allen – nay, motion carried.

Reports

· Supervisors reviewed the Road Report – Sup. Allen questioned some discrepancies on the road report, this will be looked into.

· Code Inspections Report was reviewed.

Correspondence & Communications

· Supervisors reviewed correspondence.

Old Business

· Posting and Bonding – Engineer performed road study.

· Nuisance Ordinance – Wording has been changed, waiting for Solicitor to provide updated version.

New Business

· Tax Exonerations – Sup.Wood made a motion to accept one Tax Exoneration, seconded by Sup. Ostrander, motion carried.

· Wiebach Property – Previously discussed in meeting.

· Judy Vandyke – Sup. Wood made a motion to accept the  Subdivision Municipal Comment Form with no adverse comments, seconded by Sup. Allen, motion carried.

· Tax Collection Committee Appointment – Sup. Wood made a motion that Helen Borden would be reimbursed for time and mileage for attending the County Tax Collection Committee meetings as Secretary to the Committee, seconded by Sup. Ostrander, Sup. Allen, nay,  motion carried.

Meeting was opened for comments from the public.

Sup. Wood made a motion to adjourn the meeting at 8:36 pm, seconded by Sup. Ostrander, motion carried.

Ridgebury Township   Budget  Meeting

November 11, 2009

Sup. Ostrander called the Budget Meeting to order at 6:30  pm at the Ridgebury Township Municipal Building, 13278 Berwick Turnpike Gillett, PA. He led those in attendance to a pledge to the flag.  Members Present:  Lawrence Ostrander,  James Allen, Gary Wood

No Citizens Input.

Supervisors worked on the 2010 Budget creation.

Sup. Ostrander made a motion to adjourn, seconded by Sup. Allen, motion carried.
