Ridgebury Township   Supervisors’  Meeting

December 2, 2009

Sup. Ostrander called the Supervisors Meeting to order at 7:00 pm at the Ridgebury Township Municipal Building, 13278 Berwick Turnpike Gillett, PA. He led those in attendance to a pledge to the flag.  Members Present:  Lawrence Ostrander,  James Allen, Gary Wood

Announcement of recording:  Township.

Citizens Input

· Wolfgang Wiebach – Stated his opposition to the proposed Nuisance Ordinance.

· Bob Galvin - Thank you to a Supervisor and the Road Crew for the great job done on Galvin Road.

· Ed Galvin - Thank you for the good job on Galvin Road by Road Crew.

· Dustin Wright - Questioned where skateboarding was allowed and asked for permission to skateboard in township parking lot.

· David Baker - Discussion of the use of the word "variance", discussion of flood zone.

· John Harney - Discussion of proposed Nuisance Ordinance.

· Mike Rinebold - Discussion of proposed Nuisance Ordinance and dangerous buildings.

Meeting Minutes

· Sup. Allen made a motion to accept the minutes of the November 4 Supervisors Meeting and the November 11 & 18 Budget Meetings seconded by Sup. Wood, motion carried.

Treasurer’s Report

· Sup. Allen made a motion to accept the Treasurer’s Report and pay bills, seconded by Sup. Ostrander, motion carried.

Reports

· Supervisors reviewed the Road, Code Inspection and Police Reports

· Announcement was made that the Park Committee is looking for volunteers to start working on the 2010 Fundraising.

Correspondence & Communications

· Supervisors reviewed correspondence.

Old Business

· Posting and Bonding – Road study has been turned into Solicitor.

· Nuisance Ordinance – Sup. Wood made a motion to table until revisions are available from Solicitor, seconded by Sup. Ostrander, motion carried.

· Stringham Road - issue has been resolved.

· Bradford County Sanitation payment. Sup. Allen made  a motion to table the authorization of payment to BCSC until more information has been obtained, seconded by Sup. Ostrander, Sup. Wood-nay, motion carried.

New Business

· Tax Exonerations – Sup. Allen made a motion to accept two Tax Exoneration, seconded by Sup. Wood, motion carried.

· Budget Advertising - Sup. Allen made a motion to advertise the Proposed 2010 Budget, seconded by Sup. Wood, motion carried.

· Meeting Advertising - Sup. Allen made a motion to advertise the following meeting dates and times, seconded by Sup. Ostrander, motion carried.

§ End of Year Meeting: Wednesday December 30, 2009 at 7 pm

§ Organizational Meeting:  Monday, January 4, 2010 at 7 pm

§ Auditors Organizational Meeting:  Tuesday, January 5, 2010 at 1 pm

· Sup. Wood made a motion to give Flood Zone Variances to John Chilson for an open porch and to Earl and Genevieve Wintermute to repair damages and replace the roof on garage caused by a fire seconded by Sup. Ostrander, motion carried.

· Sup. Wood made a motion to authorize Sup. Allen to sign the Title of the 1977 GMC truck sold to Spencer Trucking and Equipment, seconded by Sup. Ostrander, motion carried.

· Sup. Ostrander made a motion to form an Emergency Operations Plan Committee

       with the following members serving on Committee - Gary Wood, Brian Minnick, Diane                     Husted and Secretary Helen Borden, seconded by Sup. Allen, motion carried.

Executive Session was held.

Meeting called back to order, Sup. Ostrander announced the Executive Session was held in regard to legal matters.

Sup. Allen made a motion to authorize Sol. Thompson to negotiate a settlement with Ernest Weaver in regard to the dangerous building ruling by the court, seconded by Sup. Ostrander motion carried.

Sup. Wood made a motion to accept the resignation of Gerald Leahy as Ordinance Enforcement and Vacancy Chairman, seconded by Sup. Allen, motion carried.

Sup. Wood made a motion to adjourn the meeting at 8:36 pm, seconded by Sup. Ostrander, motion carried.
