Supervisors’ Meeting
March 3, 2010
Sup. Allen called the Supervisors Meeting to order at 7:00 pm at the Ridgebury Township Municipal Building, 13278 Berwick Turnpike Gillett, PA. He led those in attendance to a pledge to the flag. Members Present: Lawrence Ostrander, James Allen, Timothy Watkins.

Citizens Input
· Gary Wood - Questions were asked/discussion held in regard to unsafe buildings, Nuisance Ordinance, Park right of way, Park Ordinance and Dam legal status. Sup. Allen questioned Mr. Wood as to how long he had been Supervisor and why these items were not taken care of when he was in office, Mr. Wood responded that the old Township ordinances did not give the Supervisors enough authority, the UCC ordinances covers more. Sup. Allen then answered that nothing is being done with unsafe buildings, Nuisance ordinance is at a "standstill", Park ROW is being looked into, we are waiting to get all signatures on dam agreement then it will be forwarded to the Judge. Sup. Watkins also asked Mr. Wood why the gas companies were not made to follow the ordinance for driveway permits, Mr. Wood responded that that was Sup. Ostrander's responsibility.
· Judy Walsh - Announced that the audit was complete. The auditors just need to file the paperwork.
· Leland Jelliff - Representing the Ridgebury Volunteer Fire Company. They are requesting the Township put in $500 towards the estimated $1,000 cost of putting regulators in gas lines to assure that there is heat in the Fire Company and the Township Garage when the generator is in use.
Sup. Allen made a motion for the Township to pay the $500 to the Fire Company, seconded by Sup. Ostrander, motion carried.
· Supervisor Jim Allen - Stated he was speaking as a citizen. He is upset about an accusation against the Township Secretary, requested this person make an apology to the secretary. After discussion it was determined that an apology had been emailed to the Secretary but the sender mistakenly put the wrong email address on there so the secretary did not get it, the email will be sent again, to the correct address.
· Bob Galvin - Questions in regard to dam status, request to know what the legal costs have been.
· PennDot Bridge Project - PennDot submitted information about having a detour when doing a repair on the bridge on Bucks Creek Road. Supervisors asked the secretary to relay to PennDot that the Township would prefer phase construction to a detour.
Meeting Minutes
· Sup. Ostrander made a motion to accept the minutes of the February 3 Supervisors Meeting, seconded by Sup. Watkins, motion carried.
Treasurer’s Report
· Sup. Allen made a motion to accept the Treasurer’s Report and pay bills, seconded by Sup. Watkins, motion carried.
Reports
· Tim Ackley, Road Foreman gave the Monthly Road Report.
· No Code Inspections report received.
Correspondence & Communications
· No correspondence to discuss.
Old Business
· Posting and Bonding Ordinance - Sup. Allen made a motion to adopt the Posting and Bonding Ordinance as advertised, seconded by Sup. Ostrander, motion carried.
· Park Maintenance Proposal - Three bids were received to do lawn care services for the Township Park Facility as follows: Raymond Stone - $3400, Yale's Lawn Care $4,500, Kenneth Beauman $2,700. Sup Watkins made a motion to accept lowest bid of Beauman, seconded by Sup. Allen, motion carried.
New Business
· Bradford County Hazard Mitigation Resolution - Sup. Allen made a motion to pass Resolution 2010-03 adopting the Hazard Mitigation Plan of Bradford County, seconded by Sup. Ostrander, motion carried.
· Tax Exonerations - Sup. Allen made a motion to approve five Occupation tax exoneration applications, seconded by Sup. Ostrander, motion carried.
· Bid Advertisements:
o Cinders -Sup. Allen made a motion to advertise a bid for 1,500 ton more or less of Penn Dot approved anti-skid cinders, seconded by Sup. Watkins, motion carried.
o Fuel - Sup. Allen made a motion to advertise a bid for 6,000 gal m/l of ultra low sulfur diesel fuel and 1,500 gal m/l of 86 Oct NL gas to be delivered to Township garage, seconded Sup. Watkins, motion carried.
o 2RC - Sup. Allen made a motion to advertise a bid for 4,500 ton m/l of Penn Dot approved 2RC to be stored and picked up at supplier's location through the end of October 2010. Supplier's location must be within 15 mile radius of the Township garage.
· Spring Road Inspection - Sup. Allen made a motion to hold Spring Road Inspection on April 12, 2010 at 7 am starting at the Ridgebury Township Garage, seconded by Sup. Watkins, motion carried.
· Spring Clean-Up - Sup. Allen made a motion to hold Spring Clean-Up on May 8, 2010 from 7 am to 12 pm, seconded by Sup. Ostrander, motion carried.
· John Wood Subdivision - Sup. Ostrander made a motion to approve the sub-division of John Wood, seconded by Sup. Allen, motion carried.
Sup. Allen questioned Fire Company about the determination of who owns what of the parking lot; their attorney is looking into it.
Citizens Input
· Judy Walsh complimented Tim Ackley on the Road Report.
· Road Crew received an email compliment from C. Grubb expressing the good job they have done this winter.
· Pat Scala - discussion with Sup. Allen in regard to accusations.
Sup. Allen made a motion to adjourn the meeting, seconded by Sup. Watkins, motion carried.
